Abstract:In recent years,the positive role of e?government in improving public services has been generally recognized,but its impact on optimizing the operation of organizations remains to be further explored. Based on the perspective of neo?institutionalism theory,this paper takes a scientific research institution as an object,and makes a diachronic investigation on its adjustment after
the implementation of e?government. The research findings can be summarized
as the paradox of e?government:e?government,which aims to promote the safety
and efficiency of organization operation,will not necessarily lead to improved efficiency,but will bring about the accumulation of safety risks. In addition,the research reveals the boundary of organizational adjustment under the condition of IT fully embedded:in the process of work,there will be a loose coupling between the actual operation of the organization and the formal institutions within the department. However, it will not happen across the department boundary due to the nonshared perception and interest.
