Abstract
This article reveals the administrative integration mechanism and its consequences in suburban rural areas of metropolis in eastern China. The administrative integration mechanism includes three levels: authoritative organizations,collective resources, and governance rules. Firstly, the local government establishes an organized connection mechanism with peasants by officializing the village organizations and the electoral procedure. The village cadres and collective organizations are incorporated into the administrative management system. Secondly, the local government controls rural collective resources institutionalized by integrating village organizations into the standardized administrative management system. Thirdly, institutionalized reallocation of collective resources presents typical characteristics of a redistribution system, making for villagers’higher identity of the authority of village organizations and collectives. Finally, the administrative integration mechanism, forming the governance solidarity in rural society, has profoundly changed the solidarity model of rural areas. Such governance solidarity is a“collectives”solidarity model and reflects the“dual unity”
relationship between the state and rural society.
